SKILL DEVELOPMENT TRAINING TO ADULT PERSONS WITH MENTAL RETARDATION
National Institute for the Mentally Handicapped, invites proposals from organizations registered under Societies Registration Act 1860/ Govt. Institutions/Statutory Bodies/NGOS/Pvt Organizations, to organize 6 months skill development training to Adult Persons with Mental Retardation Clearly indicating the type of skill training (trade/activity).
Procedure for enlisting the NGO:
i) Registered under the Societies Registration Act/ NGOs enlisted under DDRS scheme.
ii) Registered for at least three years (three years annual reports, three years audit reports).
iii) An experience of three years in organizing voc. trg to the persons with intellectual disabled.
iv) One faculty level supervisor (Bio-data & details of employment with the NGO).-Annex-II
v) At least one qualified vocational instructor (Bio-data & details of employment with the NGO).- Annex-II
vi) Basic infrastructure for the selected trade (list of equipment & infrastructure).
vii) The NGO would have been already organized/ organizing 6 months generic skill training as a basic eligibility to the selected trainees.
viii) Minimum of 10 adult persons with intellectual disability above 18 years of age should be presently enrolled in the NGO.-Form-1
ix) NGOs willingness/ written consent indicating interest to organize skill development training.-
x) An affidavit to promote adult persons with intellectual disability into mainstream socio economic activities after implementation of skill development program (i.e. extending support to trainees to join work places either wages employment or self employment mode).
xi) The training institutes/ NGOs should ensure minimum placement of 30% of trained mentally retarded individuals (i.e. Identified mentally retarded individuals listed at – Form-1)
1. Terms and conditions (Guidelines) for training institutions:
i). Institute has to ensure that the trainees fulfil the eligibility criteria to undergo skill development training.
ii). The training organization should make reservation for the Scheduled Castes/Schedule Tribes/Other Backward Classes candidates/Disabled persons for appointment against the posts required for the working of organization in accordance with instructions issued by the Government of India from time to time.
iii). The Institute will submit Progress report on the project and the same will be furnished at regular intervals as may be specified by the NIMH.
iv). No change in place project location will be made without the prior approval of NIMH.
v). The Institute should give adequate publicity for selecting suitable eligible Adults with Mental Retardation. The NGO has to give vide publicity /advertisement for the information of local public and enrol the prospective trainees for skill development training programme. NIMH & Ministry support has to be highlighted while undertaking publicity. Further orientation training/ short term training to the trainees of the NGOs will be provided by NIMH.
vi). Institute should ensure that adequate infrastructure, tools, equipments are made available for training. Institute has to sponsor/depute their Vocational Instructors/ Supervisors to undergo orientation training programme at NIMH Head quarters/Regional Centres.
vii). Institute should constitute a selection committee for selection of trainees and monitoring of the Training programme.
viii). Institute should ensure periodical test/evaluation for assessing the performance of the trainees.
ix). If the NIMH has reasons to believe that the financial assistance is not being utilized for approved purposes, NIMH may stop payment of further instalments, and recover earlier financial assistance in such manner as it may decide.
x). The accounts of the project shall be properly and separately maintained. They shall always be open to check by an authorized officer/ Independent person deputed by NIMH. They shall also be open to test check by the Controller and Auditor General of India at his/her discretion.
xi). Institute has to submit a certificate attendance record of the trainees to NIMH. Based on the attendance stipend is to be released by the institute to the trainees. A minimum of 90% attendance by each trainee has to be ensured. In case of short attendance NIMH may deduct the stipend amount of the trainee. The shortage of attendance of any trainee need to be reported to NIMH, immediately for seeking advice on payment of stipend. Certificate regarding claim of stipend –The certificate should clearly state that the stipend claimed under the budget is only in respect of those beneficiaries whose family income does not exceed Rs 1.00 Lakh per annum.
xii). Assistance to the trainees should be provided by the training institutes preparing loan proposal from institute sources. Such as NHFDC, other financial institutions supporting self employment/ entrepreneur ship programmes.
xiii). The money given as financial assistance and assets acquired (if any)wholly or substantially out of the NIMH financial assistance shall not be encumbered or disposed of or utilized for purposes other than those for which the financial assistance is given. Should the organization cease to exist at any time or violate the above condition at any time, such properties shall revert to NIMH.
xiv). Institute should clearly indicate whether the project/training program is based in Rural or Urban Area.
xv). The training programme should commence only after obtaining formal sanction from NIMH. The programme should commence with in 3 (three) months from the date of issue of sanction letter. In the event of non-commencement of training within the aforesaid period, the sanction shall expire and in such a case, renewal thereof from NIMH would be essential before commencing the training.
xvi).The 50% of financial assistance of sanctioned amount shall be released as advance by NIMH to the proposer on receipt of the following documents (Certified/signed by the Institution) (As per List -I)
xvii). The second instalment amount (30%) of the sanctioned amount shall be released after completion of training and subject to furnishing of the following (as per APPENDIX -II)
xviii). Inspection: Representative of NIMH shall have the right to inspect, be present during the training.
xix). The stipend should be released in favour of trainee through A/C payee cheque only.
xx). This sanction is valid for six months.
xxi) In case of any dispute, decision of Director, NIMH will be final and binding. Director, NIMH or directed nominated nominee will be the sole arbitrator in case of arbitration.
It is requested to ensure barrier free accessibility to classrooms including toilets for the Adults with Mental Retardation trainees/PwDs during the above training programme.
2. Quantum of financial assistance
I. First Instalment :
(1). Acceptance of terms & conditions of sanction (certified/signed by the Head of the institution)
(2). List of trainees (Form-1)
(3). Minutes/ proceedings of selection committee (for selection of trainees)
(4). Copy of advertisement (certified and singed by Chief Executive Officer/ Head of the institute)
Note: NIMH reserves the right to withhold the payment of the balance amount and wherever deemed appropriate, demand refund of the first instalment advanced, if the proposer (NGO) has been found to have misled by submitting incorrect information or deliberately suppressing relevant information.
II. (1).The NGO has to liaise with NIMH regarding implementation of skill development training and submit monthly reports on regular basis.
(2). Periodical monitoring: Visits by the NIMH team/s will be undertaken to monitor the skill development training as and when required.
(3). Submission of programme completion reports by skill development training programme by implementing agency.
III. Release of second instalment of financial assistance
30% of financial assistance (From the remaining sanctioned amount)shall be released after completion of training and subject to furnishing the following(List-II):
(1). Copy of attendance records
(2). Copy of individual photographs
(3). Copy of participation certificates/ training completion report issued on successful completion of training
(4). Details of expenditure incurred on the training programme (head wise) duly certified by Charted Accountant in practice and counter-signed by CEO/Head of the training institute).
(5). Copy of money receipts against stipend amount paid to trainees.(please furnish the certified copies (certified by the CEO/Head of the training institute) receipts against stipend paid.(FORM-2)
IV. Release of third instalment of financial assistance:
(1). After submission of programme completion report.
(2). The post training status reports. (At least 30% trained mentally retarded trainees)
(3). The implementing agency has to appraise the Director, NIMH about the programmes undertaken towards self employment/ entrepreneur ship activities to the trainees.
Financial support / Financial Assistance envisaged:
As the training is of 6 months duration and the skill development training proposed is at NGO premises, the programme covers the following head of accounts to support the NGOs.
