1. Reservation in Government Job :

a. In Gr. ‘ C’ and ‘ D’ posts under the Government reservation are provided in direct recruitment for physically handicapped persons as indicated below:

b. Educational Institutions: 3% of the seats in educational institutions/trainingcenters/professional courses (except in medicines) are reserved for disabled persons.

 

2. Age relaxation: The upper age limit is relaxed by 10 years for handicapped persons for applying in Government jobs.

3. Scholarship/Stipend:

 

i. Disabled students studying in Class IX onwards (including colleges and vocational/professionals/ technical courses) get scholarship. The rate of scholarship varies from Rs.84/– to Rs.240/– p.m.depending upon the course.

 

ii. Disabled children aged 5 years and above get free boarding and lodging facility under special education programme. They also get free supply of 2 sets of uniform every year.

 

iii. Speech and Hearing impaired children in the age group of 3 to 5 years get free special Education, Speech Therapy and boarding and lodging facilities.

 

4. Maintenance Allowance:

Rs.100/– p.m. as maintenance allowance is given for severely disabled with disability 75% and above to physically handicapped and mentally retarded persons.

5. Disability pension/Social security pension: Disabled persons get Rs.30/– p.m. as disability pension. O/I – Dist. Collectors.

6. Un–employment allowance: Loan is recommended to the unemployed Disabled persons who are willing to start their self employment ventures. The Government subsidy will be released to the disabled persons to whome provisional loan is sanctioned at the maximum of Rs.2000/– or 1/3 of the sanctioned loan amount, whichever is less.

7. Bus concession: Free travel facility to the handicapped children in buses of State Transport Corporation except TTC. O/I – M.D. Transport Corporation

8. Assistance for self employment: Loan assistance is arranged through Nationalised Banks for starting self employment centers by the disabled. A sum of Rs.1,000/– or one third of the loan amount sanctioned whichever is less is given as subsidy.

9. Incentive for marrying disabled: Marriage assistance is given to the normal person who marry a hearing impaired person as follows:(Total assistance is Rs.7000/–)
Rs.5000/– in the form of National Savings Certificate, Rs.2000/– as cash towards marriage expenses.
Normal person should marry a hearing handicapped person. The age of the couples (both) should be above 18 years.

10. Assistance for purchase of aids & appliances: Free supply of tri–cycles, wheel chairs, hearing aids, calipers, artificial limbs or given at subsidized rates.

11. Other concessions:

 

a. Book allowance: Book allowance at the rate of Rs.10 to 84/– p.a. towards purchase of books and note books are given for students studying in std. I to VIII.

 

b. Assistance to set up book stalls: Loan up to the extent of Rs.6,000 is arranged through banks. Site is allotted. Government subsidy of Rs.250 to Rs.500/– is given. O/I – Dir., Social welfare, supdt., Manager, Government Training Center for Blind

 

c. Placement in special apprenticeship: Apprenticeship training for a period of 1 year with a stipend of Rs.100/– P.M. is given to the trained handicapped person who should have registered his name in the employment exchange on or before 7/4/79 under technical trade.

 

d. Training to the deaf: Training in the trade of fitter with stipend of Rs.90/– P.M. for 8th pass of 18 years above old aged deaf person. Training to the Speech and Hearing Impaired (male): Training is given to speech and hearing impaired persons in Governemnt I.T.I. Guindy in the trade of Fitter. The duration of trainings two yeaRs.Stipend at the rate of Rs.100/– per month will be given.

 

e. Identity card will be given to all disabled persons having more than 40% of the disability and assistance will be given based on the identity card only.

REHABILITATION OF THE DISABLED

Introduction
A Welfare State is responsible for the well-being of all sections of its people. The State’s helping hand must reach out to the needy, especially to the under-privileged and the handicapped. A number of innovative programmes of this Government are pre-oriented towards this objective.

With a view to give adequate importance to the Welfare of the Disabled, a separate Directorate for Rehabilitation of the Disabled was established by the Government during 1992-93. This Directorate is being managed by a State Special Commissioner for the Disabled, appointed as per the requirements enunciated by the Persons with Disabilities Act, 1995.

The State Policy on Persons with Disabilities focuses on the prevention of disabilities and timely assistance to persons with disabilities to lead as normal a life as possible within the family and the community. This comprehensive policy aims at early detection of disabilities and provision of comprehensive services in
medical, vocational, economic and social spheres in order to make the disabled self supporting citizens and integral part of the society. The policy envisages a joint responsibility for the Government, Entrepreneurs, Philanthropists, NGOs and the community as a whole.
Based on the above State Policy the following steps will be taken.
  1. To assess the nature and extent of the problem of the disabled including the early detection and immunization against polio, measles, rubella, mumps, etc besides supply of simple aids and appliances suited to the needs of the individual in order to improve mobility and physical capacity.

  2. To ensure that every disabled child is given free and compulsory primary education, either special education or integrated (inclusive) education, based upon the level of disability of the individual and also to promote the integration of the handicapped students with normal students at every stage depending upon the capacity / level / need of each handicapped child.

  3. To develop the required skilled manpower by establishing Teacher Training Centers and develop a corps of competent Teachers in Educational Institutions / Training Centers who have developed a deep understanding of the problems of the handicapped.
  4. To promote special supportive facilities like scholarship, free transport, supply of teaching aids, special aids and assistive devices, appointment of Resource Teachers, Hostel facility etc., and to help the disabled to pursue appropriate higher education.
  5. To identify trades suited to each category for the disabled particularly in specific industries and to establish and run training centers for the disabled.
  6. To arrange financial assistance for the handicapped trainees towards purchase of tools, kits, etc. required by them.
  7. To enable banks and other financial institutions to assist liberally for self employment ventures.
  8. To introduce measures for the removal of architectural barriers in all buildings, to provide easy access and indeed all barriers to the successful adjustment of the disabled.
  9. To take suitable measures to enable the disabled persons to participate in cultural and sports events as in the case of normal persons.

IMPLEMENTATION OF PERSONS WITH DISABILITIES ACT 1995
The Persons with Disabilities Act was enacted during 1995, to give equal opportunities to the disabled and to protect their rights in order to integrate them with the normal society to enable them to have full participation in the normal life. In Tamil Nadu, the act is being successfully implemented by appointing a State Commissioner to monitor the implementation of the Act, besides his role as Head of the Department for Rehabilitation of the Disabled.

POPULATION OF THE DISABLED IN THE STATE
According to the National Sample Survey, the disabled constitute 1.9% of the total population. As per Census of India – 2001 report the total disabled population in Tamil Nadu State is 16,42,497.

SPECIAL EDUCATION FOR THE DISABLED
Special Education is provided to the disabled through the Special Schools. The Number of Government, Municipal, Aided and Unaided Special Schools functioning in the State are as follows:
