Welfare of the Differently Abled Persons

The Constitution of India ensures equality, freedom, justice and dignity of all individuals and implicitly mandates an inclusive society for all including Person with Disabilities.The Department of Social Welfare is the nodal department in GNCT of Delhi for the Welfare of Differently Abled Persons and believes in the fact “Help the Differently Abled Persons to help themselves”.According to the India Census 2001, there are 2.19 crore people with Disabilities, who constitute 2.13 percent of the total population. According to the National Sample Survey Organization (NSSO) 5% of our population of 102 crores is with disabilities.The Delhi Govt. through its various initiatives and program’s is rendering full support to the Differently Abled Persons, so that they can live with full participation and have equal involvement in the every aspect of Society.

Voluntary Organizations working for Persons with Disabilities are hereby informed that recognition of institutions for Persons with disabilities under Section 51 and 52 of the Persons with Disabilities (Equal Opportunities, Protections of Rights and Full Participation) Act, 1995 is being initiated by Department of Social Welfare, Govt. of NCT of Delhi. The Joint Director (Social Welfare) is the competent authority for this purpose under section 50 of the Act.

The norms and the procedure for registration of institutions as stated above is as follows:-

1. NORMS

The norms under Section 52 (3) and 56 (3) required for issuance of Certificate of Registration must by fulfilled as follows:-

A Eligibility

1. Voluntary Organisation/Public Trust working in the field of rehabilitation of persons with Disabilities for not less than 3 years are eligible to apply.

2. The voluntary Organization should be registered under the Indian Societies Registration Act-XXI of 1860 or corresponding State Act. Public Trust should be registered under any law for the time being in force

B. The applicant should satisfy the following conditions:-

1. It should be a registered body under appropriate Act.

2. It should have a properly constituted Managing Body laid down in a written constitution.

3. It should have been engaged in the field of rehabilitation of persons with disabilities for a minimum period of three years prior to the request for recognition under PWD Act 1995.

4. It should not be run profit to any individual or body of individuals.

5. They should have sufficient funds and resources to run the organization without the help of Govt.

6. Professionals should be RCI registered to cater to the special needs of children with disabilities.

7. Adequate space for the various activities of organization alongwith toilet separately for boys and girls should be available and it should be barrier free.

8. Furniture, teaching and learning material should be disabled friendly.

9. The audited accounts and annual report of last three years should be submitted with the registration form.

2. PROCEDURE

A. Every voluntary organization will have to procure and submit form of application with enclosures for Certificate of Registration as prescribed in Form – IV under Delhi PWD Rules 2001. Disability Camps

Every Year the Department of Social Welfare organizes Disability Camp along with Govt. Hospitals, DTC, Deptt. of Education, Office of the Divisional Commissioner, National Trust, Indian Railways and NGO's working for the Upliftment of Differently Abled Persons. The following services are provided under one roof in these camps:-

  • Disability Certificate issued by Certified Govt.Hospital of the area
  • DTC Passes
  • ID Cards by the office of DC
  • Registration in Integrated Schools
  • Railway Concession Passes
  • Services for Autism and Cerebral Palsy
  • Aids and Appliances
  • Issue of forms of different schemes of FAS (Dept. of Social Welfare)
