Scheme of giving Handicapped Identify Card to handicapped (Blind, Short-sighted, Deaf, Bone-related deficiency, Psychological deficiency, Psychological illness) persons:-

  • The handicapped persons must be of above 40% handicapness.
  • Deaf persons,
  • Blind persons
  • Mentally retarded persons whose brilliancy rate is 70 or below.

Scheme of giving material assistance to handicapped persons

The scheme of material assistance to handicapped persons is implemented with a view to minimize the handicapness of the handicapped persons and to bring easiness in obtaining employment and to provide vocational materials to the handicapped persons

Who are entitled for material assistance to handicapped persons (Eligibility thereon)

  • Applicants aged 5 (five) to 50 are eligible.
  • Persons having more than 40% handicapness.
  • Deaf and Blind persons,
  • The Annual income of the family should not be more than Rs. 25,000/-.
  • Domicile of the person must be Gujarat

Scheme of free traveling in the GSRTC buses to the handicapped persons.

The State Government has implemented this scheme for the purpose of giving financial relief in the expenditure of bus travel by the handicapped persons for medical treatment of the children, social work, for educational purpose and for other works. Through which they can travel free of cost in the GSRTC buses within the jurisdiction of Gujarat State.

Scheme of free traveling in the GSRTC buses for handicapped

  • The handicapped person should possess the Handicapped Identity Card,
  • Must have 40% or more handicapness ,
  • To 100% blind persons,
  • To 100% Deaf persons.
  • The persons who have brilliance rate of 70% or below,
  • Permanent resident of Gujarat State is necessary.

For the purpose of availing the benefit of this scheme, income limit of Rs. 2,50,000/- is fixed for handicapped persons while Rs. 2,50,000/- is fixed for the employees of Government/ Semi-Government/ Grant-in-Aid Institutions.

Schemes of Financial Assistance :

Established : 24-1-1997 Fund :Rs. 400.00 Crore
Purpose :To provide self employment to the handicapped persons and to increase the production.
Power to sanction : Gujarat Minority Finance and Development Corporation, Gandhinagar.

Gujarat Minority Finance and Development Corporation has been appointed as Nodal Agency for handling the work of Schemes for financial assistance. The below mentioned schemes of financial assistance are implemented y this Agency :-

  • Up to Rs. 3.00 lakh for small business and self employment,
  • Rs. 7.50 lakh for higher education and vocational training in India andRs.15.00 lakh for higher education in foreign Countries.
  • Up toRs. 5.00 lakh for development of agriculture,
  • Rs. 5.00 lakh for purchase of vehicles for hiring purpose,
  • Up to Rs. 3.50 lakhs assistance to Mentally retarded persons.

Income Criteria (Annual) :

  • Rural areas – Rs. 1,60,000/-
  • Urban areas – Rs. 2,00,000/-

Rate of Interest -

  • Up to Rs. 50,000/- - 5%
  • Up to Rs. 1.00 Lakh - 6%
  • Up to Rs. 5.00 Lakh - 6%
  • Above Rs. 5.00 Lakh - 8%
  • 1% relief to handicapped women

Indira Gandhi National Disability Pension Scheme (IGNDPS) and Saint Surdas Scheme (Scheme for financial assistance to severely handicapped persons)(Scheme for financial assistance to severely handicapped persons), dtd. 22-11-2000

(A) Who are entitled for the benefit :

  • The applicant must be in the age group of below 64 years,
  • The persons who have more than 80% or above handicapness.
  • The income of the family of the beneficiary should be upto the score of 16 in the BPL list for rural areas and to the beneficiaries of urban areas, one who possesses theBPL beneficiary mark as per the guidelines of Urban Development.
  • The beneficiary above the age of 21 years who does not have son.
  • Who is a permanent resident of Gujarat since 10 years.

Must be a holder of Handicapped Identity Card issued by the State Government.

Maharshi Ashtavakra Community Based Scheme: (Community Based Rehabilitation Scheme)

For the education, training and social rehabilitation of the handicapped persons, the State Government has implemented the Mahrarshi Ashtavakra Community Based Rehabilitation Scheme for Handicapped Persons on 4-1-2001. This Scheme is started for the purpose of facilitating the availability of the benefits and various information about education, health, training and rehabilitation of the handicapped persons under this scheme, at taluka/rural level. The work under this scheme in the talukas has been completed and in 19 talukas, the work is in progress.

Scheme of assistance for house construction to handicapped widows :-

Housing Assistance of Rs. 40,000/- for construction of house to handicapped widows has been sanctioned vide Social Justice and Empowerment Department Resolution No. APG-102007-N.I. 21-CHH-1, dtd. 31-03-2008.

1. Taking into account, the circumstances of the handicapped widows of the State and with a view to live a respectful life in the Society by the handicapped widows having 40% or more handicapness in each category, are given the benefit as housing assistance.
